I prepare the Site Condition Reports, applications and compliance responses that keep a permitted facility on the right side of the Environment Agency — from the baseline set at application through to a clean surrender at the end of a site's life.

Application Site Condition Reports

The application-stage Site Condition Report (the H5 baseline) establishes the reference position for the entire life of a permit: baseline soil and groundwater conditions, and a clear characterisation of the pollution risk the proposed activity actually poses. Because surrender is later judged against this baseline, a well-drawn application SCR is quietly where most of the money is saved — years before anyone thinks about handing the permit back.

Permit surrender and Site Condition Reports

Surrender is the mirror image: demonstrating, with the investigation and data to support it, that no unacceptable pollution risk remains, and satisfying the regulator at first application rather than after a round of queries. I have taken heavily contaminated sites — including a seventy-year-old riverside scrapyard and a waste transfer and materials recycling facility — through investigation, remediation and validation to surrender accepted first time.

Bespoke and standard-rules permit applications

Preparation of the technical elements of new permit applications for waste and industrial sites — establishing baseline conditions, characterising risk to soil and controlled waters, and setting the reference position each site is later assessed against.

Environment Agency Compliance Assessment (CAR) responses

When the Agency issues a Compliance Assessment Report, the instinct is often to concede the point. Frequently the exceedance has a defensible source. I prepare the technical response — forensic groundwater and ground-gas analysis to establish the true cause, and a verification and monitoring programme agreed with the regulator — so a facility is judged on the evidence rather than the first reading of the data.

Ongoing compliance and monitoring reporting

For landfill and waste operators, the day-to-day of a permit is monitoring, annual reporting, long-term groundwater data and Environment Agency correspondence. I manage that reporting across multiple operators, keeping compliance current and the regulatory relationship steady.
